Opinions will vary.  Some would say that the project has been around
for 12 years, and over a year at Apache, and getting the localization
effort more organized is long overdue.

Volunteers are encouraged to put their names down for areas where they
are interested in helping.  Of course, this is not a binding
commitment.  But I would like to gauge where we have current interest.
 This will also help when I send out a "call for volunteers" later.
It is good for volunteers to see what are needs are.
