Some quick background on this, since we may have new subscribers to this list.

In an Apache project a "Committer" is someone who is voted in by the
Project Management Committee (PMC), based on their sustained
contributions to the project.   The contributions do not need to be
code.  It can be translations, website content, user support,
marketing, documentation,etc.  Any project work that is done visible
and publicly in the project can be the basis of becoming a committer.

Committers are given an Apache ID and login, and this enables access
to several Apache systems, including our source code repository as
well as login access to Pootle.

Some advice for any translator who would like to become a Committer
(and I think this should be a goal for all translators):

1) Introduce yourself on this list.

2) Add yourself to this wiki page:
https://cwiki.apache.org/confluence/display/OOOUSERS/Localization+Volunteers

3) Help with the localization of at least one language.  Work
transparently on the project mailing lists.  Show that you understand
how our translation workflow works.

Anyone who does a good job at those items is a good candidate for a
Committer, IMHO.

Another thing that one can do is submit the iCLA paperwork:
http://www.apache.org/licenses/icla.txt.  That also indicates one is
interested in becoming a Committer.

Finally, those who go a step further and are actively helping other
translators achieve their goals, and helping to organize our overall
localization efforts, these volunteers might be good candidates for
eventually being voted in as Project Management Committer members as
well.
