It is probably incorrect to suggest that ASF does not do any fundraising. However its structure and coordination is as described here: <http://apache.org/foundation/sponsorship.html>. And here for non-sponsorship donations of any form: <http://www.apache.org/foundation/contributing.html>. It appears that donations for particular use can be discussed privately. The on-list discussions I have seen indicate that is undesirable. In any case, the donation must be to the ASF. Projects do not do fundraising.
