Do you think there is room in the places where conversions have been left 
implementation-dependent/-defined to be strict about not defaulting but 
recommending explicit conversion by users?  That is, do strong typing but 
provide ways for users to specify casting of values?

That reminds me of a famous quote I even had as my .signature on the
OASIS ODF TC lists:
