Try this:
o If necessary, apply the Default paragraph style to the material.
o Select the material.
o Go to Format | AutoCorrect > | Apply (or Apply and Edit Changes).

You need to have custom quotes enabled in Tools | AutoCorrect Options..., of course. This will make other style changes to your material, so you will want to do this before you attend to formatting generally.
