[OOPS] troubles with cache

Hello everyone-

I am using oops in a test lab environment to cache microsoft windows updates
on large batches of machines that we have to load them on to. However it is not
working all of the time; sometimes (after a few minutes) the machines will have
to download directly from microsoft's site, but other times (usually RIGHT after
another machine has downloaded them) it pulls it from the cache server. They
are simply app/octet-stream .exe files - does anyone have any suggestions as
to how I can ALWAYS have these fetched from the cache server?
