Jon,

Here's a couple of things to try.

* I get the can not start RxApi at times when I build too.  If you get
the message during a build, let the build finish and then just run it
again.  Everything will be compiled and it will go relatively quick.
If you get the message again, rerun the build.  If you still get it,
then, ... well I've never got the message when I rerun the build.

* If you're 3.1.2 has rxapi installed as a service, until you work
through this, I would uninstall rxapi as a service.  Do:

net stop rxapi
cd 3.1.2 directory
.\rxapi -u
