As yet, I have not found a good way to turn these references into a hyperlink. The problem is that we have no idea where the external pdf or html file resides on the user's file system. Just a sure as we make an assumption some users will complain.
So I have been making do with verbose text to explain where to find more information. I probably need to look into this again to see if I can find a better solution.
