This is probably not the time to ask this, and I am not requesting a change
- I just want to know the reasoning.

Certainly I can't count the number of times that I've copied a class into a
library and it has stopped working.
I don't think that in my development I have ever come across a case where it
has been necesary to put the guard on, though I'm sure I can come up with
some hypothetical cases.

So why are these the defaults?  Is it to keep us in step with other oo
languages perhaps?
