SVG format requires manual install of an add-in (which is actually quite hard to find) on IE8. Tried it the other day (and had some problems). I'd recommend against it.
Separately, PDF uses its own internal rendering (essentially the inking commands of PostScript). Those commands can handle both vector and raster imaging. It used to be that everything was converted to that format, which is/was why PDFs are so portable. Confess I don't know if that is still true ...
