There is no need to reconfigure the rxapi port. We use a number that was 
assigned to us by IANA and that number is far above the privileged port 
numbers. The only thing you have to watch out for is that no matter how 
rxapi gets started only one copy can run at a time as they will all try 
to open the same port. So multiple users may see some strange behaviour 
when rxapi is run as a user program.
