Short of ooRexx, there is a classic Rexx port for Android by Pierre Richard. It should by now be available in the store, although I did not check; NetRexx is running on Android as per http://kermitkiser.com/NetRexx/AndroidIDE/Android%20NetRexx%20IDE%20prototype.html
It would be wonderful if someone also ported ooRexx, but the Android security model does not allow for easy scripting on a non-rooted Android device.
