This was just posted a few minutes ago on the allura-dev list.

If I understand correctly, than one can use the svnnotify hook to send a commit 
message to a
configured mailing list, which might solve the problem.

svnnotify is now available on SourceForge:
https://sourceforge.net/p/forge/community-docs/Subversion/#adding-an-svnnotify-hook
 Setting up a commits mailing list may work well for you.

Since this is specific to the SourceForge deployment of Allura, it'd
probably be best to direct any questions/issues with svnnotify to SF
