There is a chance, theoretically, but it is very slim in my opinion. When
we were originally discussing switching over to publican, I was in touch
with Jeff Fern, once of the publican developers, about publican on Windows
and even did some private Windows testing for him.
Unfortunately, I never ever got it to work on Windows. There was a
pre-built Windows build for the release at the version of publican we are
currently using. It will not work for me. And, there have been a lot of
publican versions released since then, but I haven't seen any pre-built
Windows builds with them.
