In fact, what stay (and setserial) do is send a specific IOCTL to the driver, 
which then sends it to the hardware device. Apparently your device is ignoring 
it.

I can second that. The whole Cx34x family of devices is just plain horrible. I 
have a handful of Arduino Nanos that use this chip. They were really chip, and 
I only discovered why when it was too late. This chip managed to flunk a 
32-kbyte serial transfer to the Arduino. Sometimes I need to restart the 
program upload twice. So, I’m not surprised you’re having problems setting the 
baud rate on it.

Stick to Prolific PL2303 and FTDI FT-232 devices. Things will work much, much 
smoother. The MacOSX driver for Cx34x devices is horrible and requires you to 
turn off driver signing.
