I have committed fixes for both Windows and Linux for below
inconsistent-timestamps bug.

I've built and tested under Windows, but as I don't have access to any
Linux build environment, I have neither built nor tested the fixes for
Linux.  Would any of you Linux developers please build, run the test suite,
and report back results and issues?

The scope for this is larger than stated before; also the issue isn't
restricted to Windows, discrepancies also show up under Linux.  Affected
methods/functions are:

* `File~lastModified` and `File~lastModified=`
* `Stream~query("timestamp")` and `Stream~query("datetime")`
* `SysGetFileDateTime` and `SysSetFileDateTime`
* `SysFileTree`

For maximum consistency, all timestamps retrieved or set by any of above
means, should be equal and show the same date/time as `DIR` or `ls` does.

Committed code in revision [r11047].
Committed additional tests in revision [r11048].
