Debug compiles the code without a lot of optimizations and also creates the debug information. Release compiles with full optimizations and does not create the debug information. RelWithDebInfo is the same as Release, but also creates the debug information.
The installer stuff in CMakeLists.txt is supposed to install the .pdb for both the Debug and RelWithDebInfo configurations, so I'm not sure why you are not seeing.
