rexxref (both 4.2 and 5.0) says "Also permitted is the single character "-" or "+" followed by a literal string or symbol that is a valid number" for the :constant directive.
We really don't support ::constant minusThree - "3" and I don't think we should. So do we agree that I should remove the " literal string or" part in rexxref? (Of course, at the same time I'll add documentation for the new constant expressions)
