You can use either, but shouldn't use both.

    but also the other way around, hence stderr to stdout ("program 2>stderr_data.txt

No, ooRexx command redirection is to actual ooRexx objects, there is no notion of redirecting stdout to stderr (or vice versa).
So these redirection objects are either the same, or not.
