No, I did not apply the patch, instead I changed tools\readme.txt from the Tortoise checkout and tried to commit the change for testing purposes, which worked.

It is one of these problems initially, when there are different options and potentially different setups. Maybe it is just the URL (using the "pure" https:-URL). The second part is PuTTY's plink which gets used to exchange data using ssh; it may be the case that that is already set up correctly, and if not, then maybe with the supplied links it becomes possible to quickly do it.
