Since ooRexx 5.1.0 got released significant bug fixes have been applied to ooRexx 5.2.0beta, among other things resolving a long standing serious crash and a serious hang (both in complex usage scenarios).

For companies and organisations, software that is dubbed "beta" usually cannot be deployed, hence these improved version of ooRexx could not be installed. Creating a new release of ooRexx would allow them to replace an installed ooRexx with the latest release of ooRexx.
