Here is a summary of what we have right now for Windows

Notes:
VS 2019 is not available from Microsoft any more (only a bootstrap is available 
and the actual download fail)
VS 2022 seems not to be installable on W7 or W8 so no upgrade is possible

I assume (but have not tested) that it works to uninstall VS 2022 and replace 
it with a newer version for Windows 10 and 11, but not on Windows 7 and 8 (8.1)

This points to incompatibility for UTF-8 on Windows 7 and 8. This should be 
documented and the tests maybe rewritten to make these errors  known errors at 
least
