To be precise, you put the ampersand before the letter (or number) you
want to be the Accelerator (or Hot Key, or keyboard navigation key.
The terms all mean the same thing.)

By default, Windows XP Professional does not underline the letters (or
numbers) until the ALT key is pressed.

This is a system setting that can be changed by the user.  It is under
desktop properties -> appearance -> effects, I believe.

This is another example of what I mentioned in my other post.  Most of
what you see is controlled by the operating system, it is not
something that ooDialog does or does not do.
