Taking up the SQLCipher topic.  From their website:

The best resource for compiling SQLCipher on windows can be found in
the MINGW thread on the mailing list. This process can be both
difficult and time consuming, ...

So, there are 2 things here.

1.)  Building ooSQLite using VC++ Express will not get you close to
building SQLCipher.  It appears to be dependent on doing a Unix-like
build.

2.) Rather than the license for SQLCipher that put me off, it was the
requirement of using MINGW that put me off.

Also, looking at the website, reinforced the fact that SQLCipher is
not SQLite.  It is a completely separate product that is based from
SQLite.
