The FileNameDialog is a very old implementation and the simple answer is
you can not suppress the message, and there isn't a similar dialog for
selecting a folder, in the current ooDialog implementation.
The implementation code in ooDialog actually sets a flag that forces the
"File not found" message, so that could be changed through some type of
argument enhancement. I actually have implemented a browse for folder
dialog, but never added it to ooDialog. So, both of those things could be
added, there are just not possible in the current implementation.

The button could be suppressed, but not in the current implementation. It
would take some type of argument enhancement. Connecting the "Help" button
can not be done in the current implementation, but it could be done.
Again, it would take an enhancement.
So, the basic answer is that everything you mention is not currently
available, but could be made available in a future enhancement.
