Bertram, As others have pointed out, HI, TS and TE are perfectly valid immediate Rexx commands on VM/CMS (now z/VM), and maybe even to TSO. The implementation was modeled on the HX and HT immediate commands that you're familiar with.
As for VM/370, check out Hercules... I hear about it every once in a while.
