1) Oozie polls Howl to figure out the availability of data-sets.
2) The polling will happen most probably via a command line call to Howl.
3) Oozie needs to handle both Howl and non-Howl data-sets.
4) Oozie needs to figure out how to define and detect Howl and non-Howl
data-sets.
