submit a bundle, with kick off time in 2 mins later.
the bundle job status = PREP.
then issue a command to rerun bundle with -date. there is no exception or
command line error.
and the bundle status = RUNNING, and stays as RUNNING.
when the real kick-off time is reached, there is no coordinator job created.
and bundle job status is still RUNNING.
