a bundle has 1 coord job, with 4 actions.
pause the bundle/coord. and coord job remove 2 actions due to pausetime.
after the pausetime, bundle/coord PAUSED, 2 coord actions SUCCEEDED.
rerun the paused bundle with the date range to cover the first 2 actions only.
bundle/coord back to RUNNING. but coord job also creates new actions up to the
end time.
