Allow sourcing of multiple job configurations

Imagine you have 3 clusters... dev, testing and production. You want the NN, JT
and other cluster-wide settings to be set according to the environment that
you're running in. You also have ~30 oozie workflow or coordinator apps, each
with different settings you want to parametrize.
Under the current system, you would be able to use config files for one or the
other dimension which makes things cumbersome.
