Malformed Oozie console URL for job - displaying "N/A"

After Oozie submits an MR job, there is a "Console URL" displayed on the Oozie
web console, as part of of the job info. This console URL points to that
specific MR job info to be obtained from the JobTracker (now ResourceManager in
0.23). The URL is similar to this
http://<job_tracker_host_name>:<port_number>/jobdetails.jsp?jobid=job_01234567
However, we are now not getting the proper console URL and only seeing "N/A"
instead.
