oozie's assembly creates an extra level of empty subdirectory for docs

In the distro tarball there's an extra level of empty subdirectory between top
level and docs. This created issues with some of the tar application and GUI
programs:
$ tar -xzvf oozie-3.1.3-distro.tar.gz.1
....
oozie-3.1.3//docs.zip
tar: /docs.zip: Cannot open: Permission denied
....
