hadooplib.xml assembly tries to pull in JDK tools.jar on linux

In src/main/assemblies/hadooplib.xml, the usage of <scope>compile</scope> in
the dependencySet means that system scoped dependencies are pulled in. This
results in the assembly pulling in the JDK tools.jar if you're building on
Linux, as that gets inserted as a system-scoped dependency by Hadoop on Linux.
This obviously is not desirable. The scope should either be removed completely,
to switch back to the default runtime scope (which is basically just compile
scope minus system scope), or it should be explicitly specified as runtime.
