Fix unit tests to use Hadoop 0.23.X

I am working on backporting the changes in OOZIE-691 to branch 3.1.4, to run
unit tests with Hadoop 0.23.X.
In addition, methods in classes below need similar fix
- TestActionCheckXCommand
- TestActionStartXCommand
- HadoopAccessorService
- TestRecoveryService
and following tests have spurious failures that need to be looked into
- TestSubmitMRCommand
- TestSubmitMRXCommand
- TestWorkflowActionKillXCommand
- TestCoordELEvaluator
- TestClassUtils <- minor change to remove hardcoded "hadoop-core" in finding
