Transition from suspended to running on rerun for a coord job can cause issues

Currently, reruning a coordinator job in suspended status takes it to running.
In this case, the coord actions which are being rerun will go to running but
other actions may still be in suspended state. Now, there is no elegant way to
resume the suspended actions.
So, the current state transition design should be rereviewed. One solution is
to not change the status from suspended on rerun(like paused coordinator job).
