Fix For: 3.2.0
JIRA OOZIE-477 begins to address Namenode federation support in Oozie by
allowing configurable filesystems other than hdfs. In addition, the various
action executors including JavaActionExecutor need to add support for checking
and composing filesystem paths while submitting jobs.
