New exclusions are to reduce the running time of test cases so if the build breaks, it can be notified ASAP and we can fix it quickly. The build which runs all the test cases takes long and can be made to run nightly or can be triggered after build with exclusion profile. And according to CI best practices, the time for running unit test cases should not be more than 10 mins.
