Description:
If a workflow job has only one action and its status is 'OK', then the status
of wf job should be succeeded. However, in cases where the db update on wf job
fails, the wf remains in 'RUNNING' forever.
One of such cases is seen where 'SignalXCommand' updates the wf action, sets
its pending to false but jpa update operation on wf job fails
