It might be hard to see from the patch, so here's a summary of what I did:
The workflow spec page had a section on the v0 web services API, which I
deleted and just put a link to the already existing v1 web services API page.
Similarly, the coordinator spec page had a section on the v1 web services API
(which was just a copy-paste of the web services API page, including the
non-coordinator stuff), which I also deleted and put a link. I also added a
sentence to the web services API page to clarify submitting coordinator jobs.
