Version 3.2 introduces the additional step of combining all external libraries
such as Hadoop into 'libext' to make oozie-setup easy. However, for automated
systems deploying Oozie, forward-porting the script changes from OOZIE-733 to
3.2.0 is required. Will apply to minor branch 3.2.0.1
