If I recall correctly, there is some way to run WinTeXmacs from
Windows command prompt with an option for debugging. (This is
equivalent to running TeXmacs from a console session in Linux.) I will
try to find my notes about this - or you can ask on the TeXmacs email
list.

This suggests the problem is in 'tm_open-axiom.c' and not in
WinTeXmacs. I think you need to get it to work this way first.
