Hi, I just came accross your site and found interesting the topic on creating open source drivers for graphics cards.
You mention about ATI, nVidia nor Matrox fitting the requirements, but what about XGI? Though they're not as big as ATI or NV, they have new graphics cards which support the latest graphics features such as Shader Model 2.0, and best of all, they already have Linux Redhat and XFree86 drivers. I heard they already have 2D open source drivers, and their OpenGL drivers is based on MESA and DRI - in other words, it already seems to fit the requirements.
