Stability is not the problem. Anyone can build a stable system. What matters more is how much control you have over the system as a developer and how long the reaction time of the admins are.
My experiance with SF is quite bad. You don't have total control over cvs (most important thing), reaction time of the admins is at least in the several days, even for really small stuff like removing stale cvs locks.
I don't know how good savanna is, but after seeing sf, i tend to stay away from big project hosters.
