        This plan should accomplish the project's purpose.  The watershed
milestone is a working FPGA board and the synthesized logic to put in it. 
If the history of open-source software is any guide, a system that works,
even minimally, is the catalyst that will attract more talent and bootstrap
the project to greater success.
