I just got off the phone with Gino, at Partminer's help desk.  If
anybody wants his direct number, write to me privately; I don't want to put
it on a list that could end up where a web crawler could find it.
        He said the following:

1.  There is no official registry of IC part numbers.

2.  Partminer's CAPS data base is as complete a list of existing part
numbers as exists anywhere.  If an IC has ever been sold, it's almost
certainly listed there.

3.  There's a charge for a subscription to the CAPS data base, but it can be
searched indirectly for free through the Partminer web site.  You have to
register, but there's no charge for that.

4.  If we search for a proposed part number and similar nearby part numbers,
and don't get a hit, we can be pretty confident it's available.

5.  If we send them a data sheet for a new part, they'll put it in the data
base, and everybody else will be able to see that the number is in use.


        I've just registered with Partminer, using the name and address of
my last company with my own phone number and this e-mail address.  You have
to supply a company address and phone number, and since OGP doesn't have
anything but an e-mail address, that won't do.  I should have my temporary
password soon, and I'll check out the part numbers I proposed yesterday.

        So I think this completes the task.  We know how to prevent conflict
between Traversal IC part numbers and anybody else's.
