Well, I figured out that the discussion was all kinda moot.

As it turns out, we only care about devsel if it's not asserted within
a certain period of time, which means its logic can be registered. 
That eliminates half the combinations.

Then, we only care about gnt during idle, which means (a) we can
eliminate another half the combinations, and (b) where gnt is used is
in the right place too.

This leave us with the four combinations of stop and trdy.
