I think the image is 11 megabits, while the PROM is 16 megabits. 
Something like that.  Plenty of space to put a BIOS prom that works
for multiple platforms.  (IIRC, VPD allows BIOS code for multiple
platforms to be cascaded in a linked list.)

In case I don't get it to you soon enough, SPI proms have specs
published on the net.  Whichever of us or anyone else gets to it first
should post a link.  :)
