For a CRT, there's no way for the monitor to tell the difference
between an active area of the picture and a blank area of the picture.
 Wouldn't you then just increase the horizontal blank while decreasing
the active period?

Mind you, extending the active period for LCD's (which CAN tell if you
are using DVI) shouldn't be a problem either.
