I inquired and recently received this information from Latticesemi:

The Starter version is not tested to work on wine. Also, for the linux version of ispLever is only tested to work on Red Hat Enterprise v3. This is also mentioned on our website at -

The good news is that free Starter version of ispLever will soon support the ECP2, which should enable students and those who have retired to contribute. Perhaps some progress can be made with running it on Wine.
