You mean a silkscreen layer with the component outlines and part numbers
on it.  It looks like this design doesn't use part numbers on the board --
I'm guessing this to save space and save money.  Silkscreened part numbers
are more or less vital when you're doing hand assembly of boards, but
since this is SMT-only apart from a couple of really obvious connectors
(and thus machine assembled) it makes sense to miss the part numbers off
the silkscreen and pack your components in a bit more densely.
